Many more of the 53 countries where PEPFAR works - including those in the Caribbean Region- are within reach of achieving epidemic control by 2020 if they accelerate their efforts and focus their resources and policies to ensure access to HIV prevention and treatment services for those most in need.

Mr Russell-Moyle described how HIV is "still deeply misunderstood" and "etched into much of the public's memory as a death sentence".

One of those was Labour leader Jeremy Corbyn, who praised Mr Russell-Moyle for making a "brilliant and historic speech".

"Thanks to activists and campaigners, from Act Up to parliamentarians like Lloyd and Chris Smith, stigma against people with HIV is gradually lessening".

"We are anxious about treatment not being available as regular as it should".

"Lloyd's bravery represents the very best of Labour".

"In two days time, on World AIDS day, I will stand with my community to mourn the losses of those who have died of AIDS".

He said he had made a decision to speak out to help others to seek treatment, fight the stigma surrounding the disease, and because this Saturday marked the 30th anniversary of World AIDS day. He is the second MP to disclose that he is living... He also said declaring the illness was his "duty as a Member of Parliament". And I said, 'Actually, I don't think I'm ready to do this yet'.

He added that it was Nelson Mandela's speech on HIV awareness that "tipped him over the edge" to eventually talk about it.

World AIDS Day originated at the 1988 World Summit of Ministers of Health on Programmes for AIDS Prevention. "No person diagnosed with HIV today should feel any less able to thrive and enjoy life than anyone else due to their status". The Cayman Islands Red Cross also offers education on sex, sexuality, HIV testing and counselling, as well as condom distribution.
