Michaelle Jean loses bid for second term as Francophonie secretary general

The host of the summit Prime Minister of Armenia Nikol Pashinyan called the name chosen for the upcoming 4 years the new Secretary General of La Francophonie.

In a speech today at the Francophonie summit, Jean urged representatives of member nations not to allow worldwide organizations to be used for partisan purposes.

On Thursday, Jean made a final plea to member nations to hold onto the post, warning them that rights and democracy shouldn't take a back seat to partisan ambitions.

The rwandan minister of foreign Affairs has the free way to take the reins of the OIF for four years, since Canada has announced, with the province of Quebec, that it was withdrawing its support for the secretary-general outbound, the Canadian haitian Michaëlle Jean, who sought his re-election.

In a closed session at the organization's biennial summit in Armenia, members of the organization of French-speaking nations chose Louise Mushikiwabo to replace Jean.

"With respect to the choice of the next Secretary General, Canada will join the consensus view as is the organization's custom".

Thus with apparently limited global support and somewhat lukewarm Canadian support, Jean's re-election chances had been slim.

The minister is on the ballot for the post of Secretary General of Organisation Internationale de la Francophonie (OIF) and the vote will be cast today at the summit for the body in Yerevan, Armenia.

Her candidacy sparked criticism with Rwanda under fire over human rights violations and Kagame's controversial constitutional changes that allow him to extend his stay in power.

French President Emmanuel Macron addressed on Thursday morning the 17th Francophonie Summit, a gathering of French-speaking countries in the Armenian capital of Yerevan.

Analysts of the elections say that, so far, Mushikiwabo is expected to enjoy a landslide victory as even Canada, where her competitor hails from, has since endorsed her.

The appointment of acquired Ms Mushikiwabo dedicated to the "return" of Africa at the head of the Organization, which had always been managed by Africans prior to Ms. Jean, and confirms its key role of locomotive of the Francophonie.

Jean has been dogged by accusations of excessive spending during her time as head of la Francophonie. Among la Francophonie's 54 full members, only Haiti - her country of birth - continues to back her, he said.

But Trudeau denied that Canada abandoned Jean in exchange for African or French support for the Security Council bid, saying the government had wanted a second term for Jean.

A big part of the concert will be dedicated to famed French singer Charles Aznavour, the son of Armenian immigrants who died on October 1 at the age of 94.
