Earlier on Tuesday, Trump told reporters that plans were being made for his second summit with Kim and that he thought "incredible" progress had been made in USA talks with the long-isolated North Asian country.

In the 2010 sanctions, South Korea effectively shut down all cross-border economic cooperation except for a jointly run factory park in the North Korean border town of Kaesong and banned North Korea from using shipping lanes in South Korean territory.

South Korean foreign minister Kang Kyung-wha suggested during a parliamentary audit on Wednesday that Seoul was considering easing its own sanctions against the North to encourage its denuclearisation.

He returned home without setting a definite date for the next meeting between Trump and Kim, though he did convince the North Korean leader to allow inspectors to visit the country's nuclear test site and confirm its demolition.

Meanwhile, Kang said US Secretary of State Mike Pompeo expressed displeasure over an agreement reached between the rival Koreas last month to reduce conventional military threats between them.

On the same day that Kang spoke and Trump issued his brow-beating, China, North Korea and Russian Federation called for eased sanctions. Her comments more likely reflect the opinions of an administration frustrated with Washington. "As there are many (bilateral) sanctions overlapping the United Nations ones, it won't necessarily mean the substantive lifting (of sanctions on the North)".

"I'd love to remove them, but we have to get something for doing it", Trump said.

"They do nothing without our approval", Trump said.

A session of the United Nations Security Council in September, too, revealed the growing divisions between members, with China and Russian Federation calling for sanctions to be weakened and the U.S., Japan, and numerous European countries insisting that pressure should be maintained.

Kang did not specify what Pompeo was unhappy about.

On Wednesday, Beijing's Foreign Ministry released a statement reading: "It is time to start considering the adjustment of the UN Security Council's sanctions regime against [North Korea]". However, as talks with the United States progressed, Kim made a number of visits to China, and there has been speculation that Chinese leader Xi Jinping will make a visit to North Korea in return. His actions have fallen short, however, of Washington's demands for a complete inventory of its weapons and facilities and irreversible steps to give up its nuclear arsenal, which could threaten the United States. "While there is still a long way to go and much work to do, we can now see a path to where we'll achieve the ultimate goal which is the full and final verified denuclearization of North Korea", Pompeo told reporters at the White House. "We've made incredible progress - beyond incredible".
