Florence could become a major test for the Federal Emergency Management Agency, which was heavily criticized as slow and unprepared past year for Hurricane Maria in Puerto Rico, where the death toll was put at almost 3,000.

Florence, a onetime hurricane that weakened to a tropical depression by Sunday, dumped up to 40 inches (100 cm) of rain on parts of North Carolina since Thursday, and continued to produce widespread heavy rain over much of North Carolina and eastern SC, the National Weather Service said.

In a separate briefing, Steve Goldstein of the National Oceanic & Atmospheric Administration (NOAA) said some areas have already received two feet of rain and could expect up to 20 inches more as the system moved "slowly, almost stationary" over eastern North Carolina.

"This is a monumental disaster for our state", North Carolina Gov. Roy Cooper said Monday.

In total, the emergency-management agencies said almost 700,000 customers were lacking power in North Carolina and more than 60,000 outages were reported in SC.

But so far officials said the state's many lagoons of toxic hog waste had withstood the storm.

All of those alerts have come as a result of rain bands from Florence, which continues to be a large storm despite recently being downgraded to a depression.

The center of the storm was about 45 miles (70 km) north-northeast of Greenville and moving north at 10 mph (17 kph), the hurricane center said.
