A look at California’s plan to get carbon-free electricity

The news and stories that matter, delivered weekday mornings.

Approval of the bill comes in the wake of a report detailing the effects of climate change on California. Jerry Brown signed a bill Monday that aims to eliminate fossil fuel use for electricity by 2045 and serves as a rebuke to US withdrawal from the Paris climate accord. California's most recent bill only states that electricity has to be zero-emissions, so theoretically the state might be able to adopt a full carbon-capture system on a natural gas plant, which is now being tested in Texas. The summit aims to secure commitments from cities, states, provinces, countries and corporations to reduce greenhouse gases that the world's leading scientific organizations say are trapping heat in the atmosphere and warming the planet.

"There's no understating the importance of this measure", Brown said moments before signing the bill.

California is the second U.S. state after Hawaii to commit to carbon-free energy.

"There is no understating the importance of this measure", Brown said at a signing ceremony in Sacramento surrounded by state lawmakers.

A full copy of SB 100 can be downloaded from the California Legislature website. "But have no illusions", he added, "California and the rest of the world have miles to go before we achieve zero-carbon emissions".

Brown is preparing to host a global climate summit in San Francisco on Wednesday.

White House says everything is fine, though signs point otherwise
Woodward said that in the Central Intelligence Agency , agents are taught to "let the silence suck out the truth". When Reince Priebus, the then chief of staff, said the Camp David meet was "not in the cards", Mr.

US President Donald Trump opted out of the Paris Agreement, and has hammered away at the domestic and global climate policies of his predecessor, Barack Obama. Under that agreement, nations pledged to take decisive steps to prevent temperatures from increasing more than 2 degrees Celsius above pre-industrial levels. "Hydropower offers the most flexibility but is scarce during drought years".

"Climate change is real, it's here, it's deadly, and it's extraordinarily expensive", he said Monday before the signing, extolling the new target's promise of creating tens of thousands of jobs. Kevin de León, D-Los Angeles.

The law marks the most high-profile push back by California on environmental issues against the White House, according to The Mercury News.

California already gets a substantial portion of its electricity from renewable resources.

Senate Bill 100, signed yesterday by Governor Edmund Brown, increases the amount of electricity to be supplied by renewables to 60% by 2030 - up from the current target of 50% by 2030 - with all of its retail electricity supply to come from renewable energy and zero-carbon resources by 2045. It would be the second state to require 100 percent carbon-free power after Hawaii.

Emissions are falling. Since 2004, as renewable energy has boomed, California's greenhouse gas emissions have dropped by 13 percent, even as the economy has grown by 26 percent over the same time.
