Government suffers new defeat in Lords over key Brexit legislation

"I will be voting for that same amendment in the House of Commons and urge all my colleagues to do likewise", Phillip Lee, who quit as a minister last week to be able to vote against May, said on Twitter after Monday's vote.

"Ministers, the prime minister in particular, have promised a meaningful vote, that promise has not been honored", former minister Douglas Hogg, who sits in the House of Lords as Viscount Hailsham and introduced the amendment, told lawmakers.

Grieve's amendment has already won backing from the unelected House of Lords, setting up a vote in the elected Commons.

After an ill-judged election previous year, May relies on the help of a deal with a small Northern Irish party to win votes in the Commons and can afford to lose no more than a handful of Conservative rebels if she is to avoid an embarrassing defeat.

Mr Grieve insisted rebels would only accept a "meaningful vote" and not the "slavery clause" the Government was offering.

Ministers have so far agreed to give parliament a symbolic vote on the government's strategy if its initial exit deal is rejected, but not to give lawmakers the power to force changes.

"MPs now face a decisive vote to guarantee Parliament has a proper role in the Brexit negotiations and to take the threat of no deal off the table once and for all".

"However, we are pleased that the Lords have adopted the vast majority of the Government's amendment tabled last week".

Re-tabling the government's amendment, which has been roundly rejected by Grieve and other Tory rebels, sets up a vote on the issue on Wednesday, when the ping-pong process return the bill to the Commons.

Last week, Conservative backbenchers that do not agree with the "no deal is better than a bad deal" position reached a compromise with the government. last week The UK prime minister promised a "meaningful vote", in the event there was no deal with the European Union by November 2018.

He told the BBC: "I can't save the Government from getting into a situation where Parliament might disagree with it".

Grieve added: "One of the reasons I've supported [the amendment] is precisely to avoid the sort of crisis a government would immediately collapse".

"By having a mechanism by which the Commons can express a view without, for example, moving to a motion of no confidence which could collapse the government, that can give us time to both influence the government and think what best to do next".

"All of us must hope that this does not happen".

"We want what they have got - a meaningful vote", she said.

One of May's mantras is that "no deal is better than a bad deal" and Brexit campaigners say Britain would lose one of its negotiating tools if the government can not threaten to walk away from the talks, which have all but stalled.

Grieve said he did not want to leave such a situation to chance.
