A new report authored by a University of Toronto for the Ontario government is calling for free licensed child care in the province for children age 2½ to kindergarten.

A provision of $750 per year to eligible households was made to help those 75 and older to maintain their home under a Seniors' Healthy Home Program which will cost $1 billion over three years.

Premier Kathleen Wynne says the choice in the spring election will be between care provided by her Liberals, or cuts that would come from the Tories led by Doug Ford.

However, with these additions and several new big-ticket programs, Ontario is marking a return to deficit in this budget. A Throne Speech is traditionally used to signal a new beginning, and it is clear that Wynne and the Liberals would like you to believe that they can start all over again.
