United States and UK blacklist China's ZTE

The U.S. blocked Chinese telecommunications-gear maker ZTE Corp. from exporting sensitive technology from America, alleging the company made false statements to U.S. officials. The new order means the Chinese telecom giant can no longer receive U.S. components to incorporate into its products. That's essentially what the U.S.is doing to Beijing by cutting off Chinese companies from sought-after American technology.

In an escalation of inter-linked trade and national security wars, Britain and the U.S. have taken action against the major Chinese telecom company ZTE, effectively banning it from both countries. A William Blair report, however, puts Lumentum's sales to ZTE in a range of 5%-10%, with Oclaro at 17.5% of 2017 revenue.

ZTE said it was aware of the sanctions and is evaluating its impact while talking with related parties.

The department's so-called Entity List requires that USA and foreign companies doing business with those on the list first obtain a license.

Last year ZTE purchased as much as $1.6 billion worth of products from USA chip makers, and is a significant customer of both Qualcomm and Intel. The measures against ZTE could help accelerate China's independence from U.S. technology firms and transform the country into an even more aggressive competitor to the U.S. And ultimately, that will benefit Huawei, ZTE and other rivals.

ZTE pleaded guilty in March 2017 to illegally shipping U.S. technology to Iran and North Korea. It paid $890 million in fines and penalties, with an additional penalty of $300 million that could be imposed. The Chinese company used a series of shell companies to sell its products in Iran, and after pleading guilty, it promised to terminate four senior employees and to discipline 35 others. The company admitted in March that it had not disciplined or reduced bonuses to the 35 other employees.

The U.S. Department of Commerce's Bureau of Industry and Security (BIS) announced yesterday that Chinese telecommunications company, ZTE, has been banned from purchasing goods from U.S. companies.

"Our research shows China with a slight lead in 5G readiness, with South Korea and the US close behind", said David Abecassis, partner in Analysys Mason, the firm that conducted the study on behalf of CTIA. Commerce said the individuals were identified by a trail of internal memos within ZTE discussing how the company might evade USA restrictions on shipping to Iran. The UK National Cyber Security Centre (NCSC) believes that the potential national security risks are too significant to be ignored, and that it would be better if UK telcos stopped buying ZTE hardware to avoid future security problems that wouldn't be easily mitigated.

In a letter seen by the FT, Ian Levy, Technical Director of The National Cyber Security Centre in the United Kingdom, has written to United Kingdom telcos, ZTE and Ofcom warning of the dangers of using ZTE products and services. The company's shares were suspended in Hong Kong.
