UN Security Council turns down compromise draft resolution on Syria

USA ambassador to the United Nations Nikki Haley said before the vote that her delegation had tried hard to incorporate Russian proposals in the draft that would not compromise the impartiality of investigation.

The United Nationals Security Council remained "paralyzed" on investigating the recent alleged chemical weapons use in Syria with Russian Federation and the United States continuing to shoot down each other's proposals Tuesday.

Addressing the Security Council, Nikki Haley, the USA ambassador to the United Nations, said the Washington-drafted "is the bare minimum that the council can do to respond to the attack".

Russian Federation has presented a third draft resolution that would support an investigation by the Organisation for the Prohibition of Chemical Weapons, but would not create a mechanism to identify the perpetrators of chemical attacks.

"Russia has trashed the credibility of the council", she said.

Tuesday's veto by Russian Federation was its 12th over Security Council action against Syria since the Syrian civil war started seven years ago.

The vote was 12 in favor, with Bolivia joining Russian Federation in voting "no" and China abstaining.

The media reports said that three draft resolutions on the chemical weapons attacks in Syria failed to get passed in a UNSC meeting.

"History will record that, on this day, Russian Federation chose protecting a monster over the lives of the Syrian people", Haley was quoted, as saying, while referring to Syrian President Assad.

The attackers planted mines to prevent government reinforcements from coming and quickly took responsibility for the attack. He said the fighting began around 2 a.m. with the Taliban storming the highly secure compound in Khuja Omari district.

As tensions escalate over possible US -led military reprisals for the suspected attack, the U.N.'s most powerful body remained paralyzed, unable to overcome its deep divisions that have been a hallmark of its debates during the seven years of conflict in Syria.

The threats of USA military action against Syria "should make us seriously anxious, all of us", Nebenzia said. Russia's resolution gives Russian Federation itself the chance to choose the investigators and then to assess the outcome.

European governments said they will wait for the results of the OPCW investigation and for more solid forensic evidence before taking the next step on the matter. The US says 89 people were killed and several hundred injured by chemical weapons used there. "You simply have been looking for a pretext" and want the resolution to fail "to justify the use of force against Syria".

Russian Federation and Syria have called for the OPCW to send its experts to the rebel-held town of Douma, where toxic gas was allegedly used in an attack on Saturday that killed dozens.

The team also accused the Islamic State extremist group of using mustard gas twice in 2015 and 2016.

He said the resolution was trying to recreate the old expert body, whose extension Moscow blocked in November.

After both proposals failed to win adoption, Sweden called for a closed-door meeting before the vote on the third measure to discuss the way forward.

The OPCW has said the team of experts will deploy to Syria shortly.

Since the two Russian resolutions did not get a majority, none of the Western permanent members - the US, France or Britain had to veto them.
