Kentucky's Republican governor has signed a bill into law that makes changes to the state's troubled public pension systems over the loud objections of the state's teachers.

Conversely, Beshear claims the bill will cause irreparable damage by leading to "early retirements of thousands of capable teachers and other public servants who would prefer to remain working", he says in a request for temporary and permanent injunction accompanying the complaint. Bevin appeared to reject that offer, officially vetoing both bills Monday afternoon.

Just one week after teachers rallied together in Frankfort to protect school funding and their pensions, Gov. Matt Bevin and public education are once again toe-to-toe in the ring.

Critics worry that hybrid plans, like the one approved, will lead to significantly lower benefits, which could be detrimental to those in a state like Kentucky where teachers don't pay into Social Security.

As public school teachers throughout Kentucky staged sickouts and massive rallies in recent weeks to protest proposed changes to their pensions - and teacher strikes in West Virginia and Oklahoma made national news - pressure on lawmakers to meet their demands mounted.

Lawmakers were able to come to a compromise by voting to impose a 6 percent sales tax on services like auto and home repairs along with a 50-cent per pack increase on cigarettes.

In the letter sent out to parents, Fort Thomas Independent Schools encouraged families to call their legislators and ask them to override the Governor's vetoes. The statewide union released a statement indicating it did not support a veto of the budget or the tax reform bill. Bevin would not say Monday what he planned to do with that bill.

Bevin also vetoed Senate Bill 362, also known as the CERS phase in bill.

Lawmakers will have the opportunity to override Bevin's vetoes on Friday or Saturday - the final two days of this year's legislative session. The group's executive director, Tom Shelton, said Tuesday that closing schools may become necessary if districts have too many absences, but he says that's a local decision. While they are not ideal, they are dramatically better than the alternative.

In a message to teachers, KEA President Stephanie Winkler asked "each school district or citizen that can legally be in Frankfort, to be there" on Friday. They're smart people, they're intelligent people, they're educated people on many fronts.

Pike and Floyd counties have already cancelled school Friday.

With only two days left in Kentucky's regular session, KEA wants its members to show up Friday to pressure lawmakers to override the governor's vetos of House Bill 200, which is about the budget and the House Bill 366, which concerns revenue.
