Trump Signs Safeguard Measures against Imported Washing Machines, Solar Cells

The administration acted at the request of two bankrupt USA solar panel manufacturers and Whirlpool, the Ohio-based appliance manufacturer. The reports included grievances over allegedly unfair trade practices by Beijing and Moscow.

The verdict is in, and both the ITC and the Trump administration agree.

Trump on Tuesday signed into law tough new tariffs on imported washing machines and solar panels, in a bid to create new jobs and protect US manufacturers from foreign competition.

Suniva sought remedy under Section 201 of the Trade Act of 1974, which gives the president final discretion as to how to penalize foreign producers. "We simply need access to the global market, which can be achieved by the discussions provided for in the President's announcement".

The Solar Energy Industries Association was more pessimistic, saying in a statement it expects the loss of roughly 23,000 American jobs this year, including in manufacturing, and will bring a delay or cancellation of billions of dollars in solar investment. That's because panel costs were already rising as the market priced in looming tariffs and some developers began hoarding. "Anyone expecting a USA manufacturing renaissance as a result of these tariffs is set to be disappointed", he said.

Vikram Aggarwal, the CEO of EnergySage, explained in an interview that while "we wish there were no tariffs", the company had calculated that, using its quote aggregation system, a consumer could save more money than the tariff would cost them.

Specifically, despite often repeated fears of a trade war, Trump executed on his "America First" doctrine by declaring new tariffs on imported solar panels and washing machines. These would be harmed by a substantial drop in installations.

"There are over 200,000 jobs in solar and Suniva and SolarWorld (which joined the petition with Suniva) have less than 1,000 employees and they are going to threaten some of the 200,000 plus jobs because they were not well managed", said Marte.

U.S. President Donald Trump has approved recommendations to impose safeguard tariffs on imported large residential washing machines and imported solar cells and modules, U.S. Trade Representative Robert Lighthizer said earlier on Monday. Though the details are not entirely clear, this scenario plays out close to what the solar industry expected as a near t0 worst case scenario.

According to the trade action, the percentage in tariffs will be declining each year until the tariffs are phased out on the fourth year. Covered parts and imports of finished washers above established thresholds are subject to higher tariffs, as much as 50 percent in the first year.

Immediately after Trump announced the move to slap steep tariffs on Korean goods overnight, the Korean government and related industrial officials held a meeting to discuss how to respond to the safeguard measures and industrial damages.

Georgia companies said they're anxious about the impact of a new 30 percent tariff on imported solar panels and cells.

Shifflett says companies like his and ReVision are big enough to survive the tariff's implementation, but not everyone will be so lucky. GTM has learnt that US' free-trade partners Canada, Mexico and South Korea are not exempt from the tariffs.

China has not specified how it will respond to the new USA tariffs, beyond saying it will defend its legitimate interests. See the full fact sheet from USTR here.

Producers are only one side of the equation.

That's what some solar-industry advocates had been shooting for in the run-up to Mr. Trump's decision.
