Global carbon dioxide emissions from fossil fuels and industry are expected to rise 2% in 2017, mainly driven by increases in China and other developing countries. "The use of coal, the main fuel source in China, may rise by 3% due to stronger growth in industrial production and lower hydro-power generation due to less rainfall", said the Budget's another co-author Glen Peters who is research director at CICERO in Oslo.

This is important because climate change is related to the total level of Carbon dioxide in the atmosphere.

In the United States and European Union, on the other hand, emissions came down by 0.4 per cent and 0.2 per cent respectively.

The research was conducted by University of East Anglia and the Global Carbon Project and the findings were published today simultaneously in the journals Nature Climate Change, Earth System Science Data Discussions and Environmental Research Letters. "This demonstrates that we can not be complacent that the emissions would stay flat", Glen P Peters, Center for International Climate Research in Oslo (CICERO), said at a press conference in Bonn, where the current round of climate talks are under way.

India's emissions are expected to grow at a relatively lesser pace than in the previous decade.

"Chinese energy statistics have been plagued by many inconsistencies, particularly when projecting emissions for the current year", said Korsbakken. They said, "It is more likely that emissions will plateau or have slight positive growth, broadly in line with national emission pledges submitted to the Paris Agreement".

The organization was founded in 2001 to quantify global carbon emissions and headquartered in Canberra, Australia. Emissions in the US were projected to decline by 0.4 percent, although coal use is to rise slightly.

He attributed the global increase largely to growth in Chinese emissions.

"After having more or less no growth for three years, the global Carbon dioxide emission is expected to pop up in 2017 by about 2 per cent to a record high". India will, however, report lesser emissions growth (2%) while the country is expected to record nearly same GDP growth (6.7%) during the period.

The Global Carbon Budget is produced by 76 scientists from 57 research institutions in 15 countries working under the umbrella of the Global Carbon Project (GCP).

The report, in fact, noted that there are 22 countries (representing 20% of global emissions) which recorded decline in their emissions during the last decade (2007-16) even as their economies grew.

"There was a big push to sign the Paris agreement on climate change but there is a feeling that not very much has happened since, a bit of slackening", she continues.

"When there are unexpected changes in carbon dioxide emissions or atmospheric concentrations, there are questions raised about our ability to independently verify reported emissions", Peters said.

"Policy makers in Bonn are preparing for the Global Stocktake under the Paris Agreement, that will start in 2018 and occur every five years, and this puts huge pressure on the scientific community to develop methods and perform measurements that can truly verify changes in emissions within this five-yearly cycle", Prof Le Quere added.
