U.S. demands crippling new N Korea sanctions

It was not immediately clear how North Korean ally China and Russian Federation would vote, but a senior U.S. official on Friday night expressed skepticism that either nation would accept anything more stringent than a ban on imports of North Korean textiles. However, the main provider of the North's oil, China, is likely to oppose such a restriction in the U.N. Security Council, where it wields a veto as it fears a regime collapse on its border.

South Korea's government earlier said North Korea could potentially mark the 69th founding anniversary with its third test of a developmental intercontinental ballistic missile.

HRW said it's impossible to document how many refugees are fleeing to China, but its small sampling, based on sources in China and Korea, confirmed 41 North Koreans detained by China in July and August 2017, compared with 51 from July 2016 to June 2017.

Despite the mounting pressure on leader Kim Jong-Un, the message from Pyongyang remains one of fierce defiance.

"If we fail to stop North Korea's provocations now, it could sink into an uncontrollable situation", Moon said in opening remarks before a meeting with Putin in Vladivostok, Russia.

North Korea held a mass celebration for the scientists involved in carrying out its largest nuclear blast to date, with fireworks and a huge rally in Pyongyang.

Donald Trump's administration is pushing the UNSC to adopt a united stance as North Korea seeks the capability to strike the USA with a nuclear weapon.

Experts say the distance and trajectory achieved in recent missile tests show that North Korea's claims to be able to hit the United States could be legitimate.

Asked by CBS News if the United Nations could play a role in resolving the crisis in North Korea, the Secretary General said, "I have signaled to the parties my availability to support any serious efforts".

His remarks came days after North Korea conducted its sixth nuclear test.

"Russia and China are not on board with the content of the resolution", the diplomat said, speaking on condition of anonymity.

Abe, who will meet Putin in Vladivostok on Thursday, said before his departure from Japan that "we must make North Korea understand there is no bright future for the country if it pursues the current path". Philippine foreign secretary Alan Peter Cayetano told reporters in Manila on Friday his country was ready to cut trade ties to North Korea.

Meanwhile, in South Korea, dozens of people were reportedly injured on Thursday as local residents opposed to the installation of a controversial U.S. anti-missile system near their town clashed with police. It believes the system's radar could be used to look deeply into its territory and will upset the regional security balance.

Two launchers and a powerful radar were already in place at the site as part of the US Terminal High Altitude Area Defence (THAAD) system.
