North Korea's latest nuclear test on Sunday rattled its neighboring countries, prompting the United States to speak about a "military response" and South Korea to conduct major military exercises.

Vladimir Putin has warned against making military threats against North Korea, saying it could lead to "a global, planetary catastrophe".

While in the country, Moon is also scheduled to meet with his Japanese counterpart Shinzo Abe and expand on the "strong and real responses" the two agreed to bring against North Korea during their telephone conversation.

He also said it was "ridiculous" that the United States first slapped Russian Federation with sanctions carried in the same bill that penalised North Korea, and "then asked us to help impose sanctions on North Korea".

China has once again urged the USA and South Korea to halt the deployment of a high-tech missile defense system in South Korea.

But he said he believed North Korea's leadership feared any freeze of its nuclear program would be followed by what amounted to "an invitation to the cemetery".

Putin and Abe held a bilateral meeting Thursday, after which both leaders reiterated their countries shared a common understanding of the threat that North Korea poses.
