In a phone call late Wednesday with US Secretary of State Rex Tillerson, Lavrov "underscored. the need to refrain from any military steps that could have unpredictable consequences", the foreign ministry in Moscow said.

"The Security Council, resolute in its commitment to a denuclearised Korean Peninsula, emphasises the vital importance of immediate, concrete actions by the DPRK to reduce tensions in the Korean Peninsula and beyond", the council said, using an acronym for the nation's formal name, the Democratic People's Republic of Korea.

But the quick condemnation did not arrive with any promise of a new United Nations sanctions resolution, amid reluctance from China and Russian Federation to turn the screw too hard or too fast. "We think this is an important deal for the European Union", she said.

Trump, who has vowed not to let North Korea develop nuclear missiles that can hit the mainland United States, had said in a statement on Tuesday that "all options are on the table".

The North's latest test launch came as US and South Korean forces conducted annual military exercises on the Korean peninsula, angering Pyongyang which sees the war games as a preparation for invasion.

Pressed on whether the United Kingdom could back or be involved in military action, or seek to use cyber attacks to blunt North Korea's efforts, May reiterated the need for joint action, with China at the centre.

The 15-member U.N. Security Council condemned the firing of the missile over Japan as "outrageous", and demanded that North Korea halt its weapons program.

Japanese Prime Minister Shinzo Abe called the missile firing an " unprecedented, grave, and serious threat ". The two leaders also vowed to call for tighter sanctions by the United Nations Security Council.

Previous US administrations and some diplomats within Trump's current government have been cautious about such measures, concerned that they could provoke China into withdrawing what support it has been giving to efforts to pressure its unruly neighbor.

Theresa May has called on China to deal with the North Korea's "illegal" missile tests.

The British leader is on the second day of a three-day visit to Japan that is expected to focus on Brexit, trade and security.

Later in the day, the Foreign Affairs and Defense Committee of the House of Councillors, the upper chamber, also unanimously voted for a similar resolution at a meeting held while the Diet is in recess.

His comments were published hours after the US and South Korea conducted a mock bombing raid on the Korean Peninsula that was denounced by Pyongyang as a "rash act".

The proposal comes at a time when North Korea's provocations are escalating tensions in the region.

The Japanese archipelago forms a long string off the coast of mainland north Asia, so by definition, any regional player that wants to fire a medium- or long-range missile into the Pacific has to go over it.

Canada is conducting daily threat assessments of North Korea's provocative missile tests, including its most recent blast over Japan, Justin Trudeau said Tuesday.

"There is already very strong collaboration, we always look for more, we are never complacent", he added.
