On Thursday, Mr Trump signed an executive order to introduce new sanctions against North Korea over its nuclear weapons programme.

It is hard to gauge the mood in the secretive state and the rationale behind releasing the statement, but Park Hwee-rhak, head of the graduate school of politics and leadership at South Korea's Kookmin University, said this is likely an angry flash response to Trump's United Nations comments.

It was the USA president's most direct reference to military action so far against the North, which conducted its sixth and largest nuclear test on September 3. The president said "tolerance for this disgraceful practice must end now". South Korea's government said it was the first direct address to the world by any North Korean leader.

At the summit, Mr Johnson met Chinese foreign minister Wang Yi and urged him to keep up the pressure on North Korea. Washington has been pushing China to scale back economic and financial ties to further isolate Pyongyang.

CHANG: And a final jab - Kim said Trump was a dotard. Trump issued the warning of potential obliteration, and mocked the North's young autocrat as a "Rocket Man" on a "suicide mission".

"Japan will make every effort to protect the security of the Japanese people from cooperation with the United States and South Korea", said Suga.

Trump said that the situation of North Korea should have been handled by now, and added that he will do it now.

Earlier this month, the U.N. Security Council passed harsh sanctions on Kim's small nation, as it continued to fire threatening missile tests and claim the expansion of its nuclear arsenal.

Residents of the North Korean capital say the recent increases have come in a series of small steps.

U.S. Treasury Secretary Steven Mnuchin said banks doing business in North Korea would not be allowed to also operate in the United States. American officials say the time isn't right for any formal diplomatic process.
