Liese is convinced that in the case of a failure of the Brexit negotiations, British industry should not have an undue advantage and European competitors should not have an undue disadvantage.

He used his State of the European Union address to declare that "the wind is back in Europe's sails".

This is likely to be the last opportunity for Juncker to push European Union reforms in his role as commission president since he is expected to step down in the summer of 2019.

Those scenarios ranged from continuing without making any major changes to working towards closer integration of the 28 - and soon to be 27 - member bloc.

Labour MP Chris Bryant, a leading supporter of the pro-EU Open Britain campaign, said: "The Government's intention to continue to share a deep foreign policy and security relationship with the EU in future is welcome, but it makes a mockery of their threat to leave the EU with no deal at all".

Mr Juncker will address European parliamentarians.

In a passionate speech, Mr Junker remarked how the last time he had delivered the annual address the continent and its institutions "were not in a good state".

"Sanctions are a vital and effective foreign policy tool and the United Kingdom has taken a particularly active role in driving policy on the global and European stage, in support of our shared values and to tackle our common threats".

According to May's government, the bill will allow them to make minor technical changes to ensure a smooth transition process. OXFORD'S MPs voted against the Government's bid to extract the United Kingdom from European Union law in time for Brexit.

Britain is the second-largest emitter of greenhouse gases in Europe and its utilities are among the largest buyers of permits in the EU's Emission Trading System that charges power plants and factories for every ton of carbon dioxide they emit.

But despite all that, there is more cause for optimism in Brussels.

"If we want more stability in our neighborhood, then we must maintain a credible enlargement perspective for the Western Balkans", added Juncker.

Mr Junker noted the wrapping up of a trade deal with Canada during the a year ago, and negotiations on deals with Japan, Australia and New Zealand. He looked ahead to the day after Britain's departure on March 29, 2019, saying Europe should "throw off the bowlines, sail away from the harbour" - and have another summit, in Romania.

After the last round in late August, Barnier said the sides were far apart on the terms on which Britain will leave.

More than the amount, though, it is the nature of Chinese investment which has Germany anxious. Around the same time, several members of the European Union expressed growing discontent over how to handle the migrant crisis, while euroskeptic right-wing parties in several member states gained support.
