Coloradans with family in Guam anxious about North Korea threats

Most of the North Korea's weapons have landed in the Sea of Japan. If realized, it would be her first trip to Japan since she took power in July previous year.

"The IC [intelligence community] assesses North Korea has produced nuclear weapons for ballistic missile delivery, to include delivery by [Intercontinental Ballistic Missiles] ICBM-class missiles", states the assessment, written by U.S. intelligence officials.

Abe and May last met in early July on the sidelines of the Group of 20 summit in Hamburg, Germany.

Boeing's (BA) Ground-Based Midcourse Defense system is created to intercept ballistic missiles in midcourse flight. The Hwasong 14 is thought to be within that category, although it has only been tested at ranges of around 1,000 km (621 miles).

The Patriot first gained popularity for success against Iraq's Scud missiles during the first Gulf War. Some missiles, like the retired Pershing II, can steer during this part of the flight, called the "terminal phase"; that is not true of the Hwasong-12, whose final destination is determined entirely by course corrections when its engines are still running.

Regional tensions are mounting as Washington and Pyongyang ratchet up their war of words, with President Donald Trump warning Pyongyang would "truly regret" any hostile action against the US. The same system is now set up in Guam, a US territory in the South Pacific that has emerged as a potential target for Kim.

But so far tests have been spotty. It was the 10th successful test in 18 attempts, but prior tests have failed, including two tests in 2010 that were carefully scripted with the dimensions, trajectory and speed as known factors.

Missile defense spending has been one of the most contentious fights over the Pentagon budget, as efforts to shoot down incoming missiles have a checkered track record. "They aren't testing the stressful stuff".

"Sir, it's a worsening situation", Mattis told Thornberry.

Defenses that target missiles while they are still climbing - before any decoys or countermeasures are released - could in theory get around the problem of decoys and other countermeasures.

Laura Grego, a senior scientist at the Union of Concerned Scientists, said the Air Force looked into using a laser that's mounted in a Boeing 747 - to shoot down missiles in their boost phase - but the plan was scrapped for being too expensive. If the USA or Japan successfully intercept the missile it could be taken as an act of war, prompting further military response.

"It's a very serious topic for sure, and it can be scary, but you know, if it's gonna happen, it's gonna happen", she says. "So China and Russian Federation could just move launchpads into the interior of the country so you'll never get close enough".
