But Moon's overture, the first formal offer of talks since his inauguration in May, indicates he wants to use dialogue to defuse the global standoff over North Korea's weapons programs, despite having condemned the North's first intercontinental ballistic missile test on July 4 and vowed a firm response.

"South Korean authorities should not persistently depend on outsiders...but opt for improving the North-South relations and achieving independent reunification by pooling efforts with the compatriots in the North".

North Korea gets most of its fuel from China, with some coming from Russian Federation.

He singled out a group of 12 who fled while working at a North Korean restaurant in China previous year, and Kim Ryon-hui, a defector who requested to go back to her homeland in 2015.

The proposals were separately announced to local media by the Ministry of National Defense and the Korean Red Cross, the latter of which organizes the family reunions. Ms. Ahn said there were no indications that Ms. Wright or any of the other activists would be barred from South Korea.
