"France does not want to substitute the mediator", Le Drian said in Saudi Arabia.
France is looking to throw its weight behind Kuwait-led mediation between Qatar and the four Arab countries boycotting it, Jean-Yves Le Drian said before meeting the Crown Prince of Abu Dhabi and Deputy Supreme Commander of the Armed Forces.

"We need to be certain that Qatar, a state with $300 billion in reserves, is no longer an official or unofficial sponsor of jihadist and terrorist causes", he said, giving no further detail on the proposed monitoring.

That said, the quartet appears reluctant to escalate the crisis further, especially without global support, which they have been unable to garner.
Qatar Airways boss Akbar Al-Baker accused neighbouring Gulf states of "bullying" his country but said it could ride out the crisis.
On July 11, U.S. and Qatar signed an agreement to help combat "terrorism financing". What is interesting is that the USA secretary of state, during his trip to Doha, described Qatar's stance as "logical". But the Saudi-led group called it "insufficient".
Mr Al Jubeir said Riyadh hoped the crisis could still be solved "within the Gulf house". Saudi Arabia and its allies believe the USA has mostly sided with Qatar in the current crisis rather than backing them.
