Trump Creates New Apprenticeship Programs with Bipartisan Executive Order

President Trump continued his administration's efforts to put the American worker at the forefront of his agenda, by signing an executive order to help expand apprenticeships and vocational programs across the US on Thursday.

If apprenticeships are so great, why aren't there more of them in the US?

According to U.S. Labor Secretary Alexander Acosta, only 3 percent of the American workforce are apprenticeship graduates. Enlarging the pool is an idea that has bipartisan support. "And that's what we are working very hard to do and we will get it done". The White House estimates there are 6 million vacant jobs that companies can not fill due to a lack of skilled workers. The executive order deals with the nation's "skills gap" that have left millions of open jobs unfilled. The White House noted that there are now six million job vacancies in the United States, the highest number in almost 40 years, but workers don't necessarily have the skills to fill them. "His proposed increase to the apprenticeship program is not enough, and the cuts in other parts of the Department of Labor programs undermine his goal".

While a broad range of experts and industry groups praised the administration's focus on apprenticeships, some anxious about opening up the federal process to outside players. At the end of the program, the apprentice receives a certification.

Rep. Ro Khanna (D-Calif.) likes to say that the former reality show star president could champion apprenticeship programs all over the country by playing on his celebrity past.

A senior White House official told reporters ahead of the signing that the executive order is centered on skill-based, flexible earn-and-learn programs. The Obama administration dedicated $90 million to apprenticeship programs, the same amount that's in Trump's proposed budget.

We have regulations upon regulations, and in history nobody has gotten rid of so many regulations as the Trump administration. "Technical program grads also see a "$300,000 lifetime increase in earnings" and don't owe student loans, according to the administration. "Far too many individuals today find themselves with crushing student debt and no direct connection to jobs".

Democratic lawmakers and a union leader said Trump's visit to tout apprenticeship programs is a hypocritical photo opportunity given his budget proposal would cut funding for worker training. In addition to undermining employers' faith in apprenticeship, it may also undermine portability of the Registered Apprenticeship credential, as employers will be less inclined to view it as a signal of skills mastery. "Additionally, they provide affordable paths to good jobs and, ultimately, careers". We have to make sure the people are here and they're going to be well trained. We're joined today by apprentices who know firsthand how these programs can bring new hope and new opportunities.

Undermines credibility and portability of Registered Apprenticeship among employers.

This, despite the fact that while on the campaign trail, Walker once said that President Trump would be an "apprentice in the White House".

The administration is also reportedly considering ways that students could use federal money for these new apprenticeship programs. There are retraining programs for veterans, dislocated workers, and older Americans - to name just a few.

"America must not only teach, but celebrate the skilled laborers that produce and maintain the world's greatest machines, buildings, products and infrastructure", said President Trump. Oversight of unregistered programs, critics say, could result in some sham offerings.
