President Trump talks health care upon arrival in Milwaukee

The Trump administration released an executive order authorizing the U.S. Department of Labor (DOL) to move forward with efforts to permit third parties-such as industry groups, trade associations, companies, and other nonprofit and for-profit providers-to certify Registered Apprenticeship programs.

Federally funded apprenticeship programs now have to receive certification from the Labor Department and the executive order allows companies to essentially monitor themselves.

Trump's proposed budget does not increase funding for apprenticeships over last year's funding, though he has called for an additional $200 million to apprenticeship grants-doubling existing funding-by shifting money from other workforce programs. Although the labor force participation is at Jimmy Carter-era lows, that can change if we equip young Americans with the skills they need to fill high-paying jobs that are now sitting vacant or being filled with imported talent.

"The process is simply too hard", the official said, saying Trump and his daughter, Ivanka Trump, will also use "the bully pulpit" that the White House provides to encourage more businesses to create apprenticeship programs.

Indeed, the Trump administration is now focused on getting universities and private companies to pair up and pay the cost of such learn-to-earn arrangements., according to the Washington Post, which noted that the president has accepted a challenge from Salesforce.com CEO Marc Benioff to create 5 million apprenticeships over five years. Apprenticeships would give students a way to acquire new skill without having the crippling debt that often comes with a degree from four-year college.

There are roughly 25 employers in New York's 23rd District who have registered apprenticeship programs with the U.S. Department of Labor who would be eligible for the tax credit.

President Trump also spoke about the need for a more robust apprenticeship program during his first full Cabinet meeting on Monday: "Apprenticeships are going to be a big, big factor in our country".

The round table included students, some of Wisconsin's biggest business leader and officials including the superintendent of the Waukesha School District to discuss the importance of apprenticeship programs.

"The strength of our nation will be determined by our ability to keep jobs in America, and we re going to keep them in America".

The trip put Trump on friendly political ground to highlight pocketbook issues as the investigation of his campaign's possible collusion with Russian meddling in the presidential election again dominated national news. Since 2007, more than 25,000 SC workers have completed apprenticeships; the number of companies participating in the program has increased from 90 to 880.

Trump's budget, in fact, would slash federal spending on job-training programs, from $2.7 billion per year to $1.6 billion, a 40% cut.
