The radical-left France Insoumise (France Unbowed) party of Jean-Luc Melenchon, who finished fourth in the presidential race, also fell short of expectations.

The center-right Les Republicains and allies were likely to form the main opposition bloc, with 21.6 percent of the vote going to the broad center-right. For the historic party of François Mitterrand, that would probably mean a devastating loss of more than 200 seats. The FN's result showed the party is struggling to rebound from Le Pen's bruising defeat by Macron in the presidential run-off.

Prime Minister Edouard Philippe said that despite an abstention rate estimated at just over 50 percent, "the message of the French people is unambiguous".

The Republicans and their allies fared better, but with just shy of 22 percent of the vote, they were a distant second to Macron's. His party is only 14 months old, so it held no seats in the National Assembly, whose members serve five-year terms.

Like other senior politicians from established parties not connected with Macron's meteoric rise to power, Baroin also bemoaned the low turnout, which at around 49% was the lowest first round showing since the Fifth Republic was born in 1958.
