Families who have lost their homes must be supported, he said, grieving people must be helped and lessons must be learned following the tragedy, including ensuring it is not "so hard" for those who need help to find it.

The police chief, who went inside the charred shell of the high-rise tower over the weekend, told reporters: "I've investigated major crime for most of my service and I've seen some awful things but I don't think anything prepared me for what I was going to see when I was in there".

"I believe there may be people who were in Grenfell Tower that people may not know were missing and may not have realised they were in there on the night".

Police had earlier put the toll from Wednesday's inferno at 58 presumed dead.

At Downing Street on Saturday, Theresa May met with 16 victims and volunteers from the local community - and those present said their harrowing accounts moved the Prime Minister to well up.

Metropolitan Police Commander Stuart Cundy said that five of those people have been formally identified so far.

Footage from inside the building shows partially melted washing machines and fridges among heaps of twisted metal and other debris.

"Frankly, the support on the ground for families who needed help or basic information in the initial hours after this appalling disaster was not good enough", she said.

The British Metropolitan Police on Sunday released new images from inside the Grenfell Tower, which was gutted in a massive fire last week.

He said the group had spoken about their "demands and what we expect".

The investigation into the fire will span a "wide range of areas", Cundy said, from its original construction, to the refurbishment and how it has been managed and maintained.

"Until we do that, we can not look at anything other than staying with the same advice".

"But being with colleagues from the London fire brigade when I was in there, colleagues from the London ambulance service and other police officers, I think it's fair to say it is incredibly emotional working in there".

If that death toll is confirmed, it would make the Grenfell Tower blaze the deadliest in London since World War Two.

"My understanding is the cladding in question, this flammable cladding which is banned in Europe and the USA, is also banned here", Hammond told the BBC Sunday. "It will also be a subject that the separate criminal investigation will be looking at", he said.
