Indebted Gambler Behind Philippines Casino Attack, Definitely Not An Islamic Terrorist

Jessie Carlos, a Filipino, was "heavily indebted due to being hooked in casino gambling", Chief Superintendent Oscar Albayalde disclosed in a statement he read at a news briefing on Sunday, supporting police theory that the attack was a robbery gone awry.

Resorts World on Saturday released security footage showing the attack and the suspect, who took a taxi to the entertainment complex, with his M4 rifle hidden in a backpack, where he also had bottles of either gasoline or kerosene.

The crazed gunman who torched a Philippine casino was a gambling addict wallowing in debt - not a terrorist, police said Sunday.

Clips from the casino CCTV, which police and officials at Resorts World released on Saturday, showed the gunman was firing shots at the ceiling and setting gaming tables and slot machines ablaze.

Carlos allegedly caused the deaths of 37 people during a botched robbery of a Manila casino on Friday.

"This could have probably triggered him and that is why he was enraged with the casino", Albayalde said, according to ABS-CBN.

In 2014, Philippine newspapers had reported that Carlos was sacked from his job at the government's Finance Department "for grave misconduct and neglect of duty" because he failed to disclose that he owned a Manila house, a Toyota SUV and other business interests - an annual requirement for government officials and employees.

The Islamic State earlier claimed responsibility for the incident. "The work of the ISIS is more cruel and brutal".

Militants allied with Islamic State have been fighting Philippine troops in the country's south for almost two weeks, leaving more than 100 people dead.

Thirty-seven people died in the fire, dozens more were injured in a stampede to escape, and the gunman was found dead about five hours later in a hotel room after committing suicide by setting fire to himself, police said.

Police said they are still investigating how Mr. Carlos was able to carry out the attack and will meet this week with the heads of security of all the major casinos to review security protocols.

Armeen Gomez, vice president for security of Resorts World Manila, showed closed-circuit television footage beginning with the assailant arriving on a taxicab and riding an elevator to the second floor around midnight on Friday.

The remaining footage shows the gunman repeatedly shooting bursts of rifle fire into several locked white doors and finally breaking into one.

With clear determination, he begins circling the room, dousing gambling tables and then igniting each one with a lighter.
