Voters in Georgia will decide on Tuesday whether Democrat Jon Ossoff or Republican Karen Handel will fill a congressional seat for suburban Atlanta, a race that has turned into the most closely watched contest since the presidential election.

Republican Karen Handel is scheduled to campaign Saturday with the man she hopes to replace, Health and Human Services Secretary Tom Price.

In the April free-for-all primary election that pitted Ossoff and Handel against 16 other candidates, 11,860 Cobb voters voted early.

The most expensive congressional election in U.S. history is hurtling towards a knife-edge finish as Democrats bet that an anti-Trump backlash can redraw the political map.

There have already been two special congressional elections since President Trump took office, and both were won by Republicans. Trump only bested Hillary Clinton by 1.5 percentage points - a result that fed into Democrats' belief that while Trump had made gains in predominantly white rural and exurban areas, the more highly educated, wealthy, diverse suburbs held more Romney-Clinton voters and presented the party with an opportunity to make gains.

But the district is also more conservative than some of the similar-looking targets.

Operatives in both parties acknowledge that more Republicans have voted early than Democrats - overall, a reason for Handel's campaign to be optimistic and Ossoff's campaign to sweat. But his day-to-day campaign operation has focused more on core slices of the Democratic coalition: young voters, nonwhites and women.

Ossoff says he would oppose the House Republican health care bill because it punishes many working-class households that gained coverage under the Affordable Care Act and would "gut" consumer protections for individuals with previous maladies in their medical history.

The bill declares that insurers can not deny coverage based on patient history - a point central to Handel's claims. "I would never do anything that would hurt my sister", she says.
