Blockchain-powered system to help 1.1 billion people establish their legal identity

Accenture's blockchain is a computer ledger system used to securely and privately track data.

The project will support ID2020, a global public-private partnership dedicated to providing legal identification to those without the necessary official documents, a group that now includes about 1.1 billion people, according to Accenture. "You are disenfranchised and marginalized from society", says Accenture financial services managing director David Treat. This will allow refugees to have a personal identity record they can access from an app on a smartphone to receive assistance at border crossings, or to access basic services such as healthcare, according to a press release.

The new platform will connect existing record-keeping systems of commercial and public entities through blockchain, allowing users to access to their personal information wherever they are.

The system could give displaced people who don't have access to paper documentation proving birth or education details a way of proving who they are.

"Establishing identity is critical to accessing a wide range of activities, including education, healthcare, voting, banking, mobile communications, housing, and family and childcare benefits". He also added that having an identity, much more a digital one, is a basic human right.

Microsoft and Accenture have already created a prototype from an existing platform used by Accenture to power the UN's High Commissioner for Refugees biometric identity management system.

To solve problems faced by people who lack official identities, the Accenture prototype can be deployed with a biometrics system that can manage fingerprints, iris scans and other data.

"What ID2020 is truly focused on is bringing together an alliance of stakeholders to ensure the technology that is being developed is responsive to the needs of individuals", Dakota Gruener, executive director at ID2020, said in an interview. The goals of the ID2020 project are as follows: by 2020, technical proof of concept will be reached and those involved will be evaluating multiple avenues to scale; and by 2030, every person on the planet should have access to a digital identity.

"Technology is only one piece of this".

The two tech giants developed a prototype that taps Accenture's blockchain capabilities and runs on Microsoft Azure.
