Britain on Saturday lowered the terror threat level which was hiked after this week's carnage in Manchester as police released CCTV footage of bomber Salman Abedi on the night of the attack.

They also asked for any digital photos or videos potentially taken of Abedi on a mobile phone, digital camera or video camera to be shared with law enforcement on a specially created website.

"I want to reassure people that the arrests that we have made are significant, and initial searches of premises have revealed items that we believe are very important to the investigation", Manchester's police chief Ian Hopkins said.

The decision to stop sharing police information with US agencies was an extraordinary step as Britain sees the United States as its closest ally on security and intelligence. The stadium held a minute of silence for the bombing victims.

One of the men was detained following searches of an address in the Withington area of the city, while another was arrested in a part of Greater Manchester that was not disclosed.

Police chiefs have made clear they are furious about the publication of confidential material in USA media, including bomb site photographs in the New York Times, saying such leaks undermined relationships with trusted security allies. A move like this would break years of close counterterrorism co-operation between the US and the United Kingdom after 9/11.

The pictures published by the New York Times included remains of the bomb and of the rucksack carried by the suicide bomber, and showed blood stains amid the wreckage. He criticized media for publishing such material.

Abedi is of Libyan descent and traveled to the country within the past 12 months - one of multiple countries he visited - and had "clear ties to al Qaeda", the USA intelligence official said.
