President Trump shoved the Montenegro prime minister at NATO

Visiting a city he once called a "hellhole" to meet with the leaders of one alliance he threatened to abandon and another whose weakening he cheered, President Donald Trump will address a continent Thursday still reeling from his election and anxious about his support.

The NATO chief's news conference follows the promise he gave earlier in the day that the global alliance "will send a strong political message of NATO's commitement to the fight against terrorism and also improve our coordination within the coalition".

Some of the allies - particularly Eastern European nations deeply anxious about Russian aggression - were hopeful that Trump would state a firm commitment to NATO's Article 5 mutual defense agreement, which underpins the entire alliance.

"Many of these nations owe massive amounts of money from past years", the president said. Even NATO candidate nation Montenegro lost a soldier coming to aid the United States when the United States called on NATO.

Trump's shoving got the attention of the other leaders, who watched as he adjusted his jacket and appeared to have a smug smile on his face after the altercation.

He met first with newly elected French President Macron.

Trump appeared to be greeted warmly by the leaders, despite his past comments publicly cheering the United Kingdom's vote to leave the European Union last summer and slamming the alliance during his transition as "a vehicle for Germany".

"That is not fair to the people and taxpayers of the United States", Trump said at the event in Brussels on Thursday to mark the opening of the North Atlantic Treaty Organization's new headquarters.

"Some issues remain open, like climate and trade".

The NATO summit began with a solemn ceremony inaugurating two monuments at the new headquarters: one with two sections of the Berlin Wall that divided the German city until 1989, and another formed from a piece of World Trade Center 1, a steel beam from the 107th floor of one of the towers downed by al-Qaida extremists on September 11, 2001. A plan to reaffirm the spending pledge made three years ago "means nothing more or less than that", she said.

Brussels is the fourth stop on Trump's nine-day worldwide trip, the first such trip of his presidency.
