Witnesses described the scene on social media, saying that a auto had driven up onto a sidewalk in Times Square, mowed people down and then crashed. He was being tested for drugs and alcohol and charges against him were pending. Video posted online showed steam or smoke pouring from the vehicle for a few moments after it stopped moving.

Police who took the driver into custody identified him as Richard Rojas, 26, from the New York City borough of the Bronx. -Blood tests are being conducted to check for the presence of synthetic marijuana or PCP. Law enforcement sources told WABC in NY it is believed he had been smoking the drug, also known as K2, prior to the crash.

"Preliminary investigation reveals that Rojas has two arrests ... for DWI", N.Y.C. Police Commissioner James P. O'Neill said at a Thursday news conference. He had accused the notary of stealing his identity. The case is pending. Crime scene tape blocked the entrance of the home as detectives searched it.

US Navy records show Rojas enlisted in September 2011 and was based in IL and Florida, working as an electrician's mate fireman apprentice. Details of the circumstances were not immediately available.

Initial reports of the incident revived memories of July a year ago when a man driving a truck killed at least 84 people, 10 of them children, and injured 202 in the French city of Nice.
