North Korea says U.S. has to roll back 'hostile policy' before talks

U.S. Disarmament Ambassador Robert Wood added that China's leverage with the North was significant and they should be impressed to do more. This is not play time. "This is serious. These threats are not welcome", Ms Haley said ahead of the meeting.

Moon's admission comes against the backdrop of earlier South Korean statements that North Korea appears to be making greater progress with ballistic missiles than expected.

"The US should mind that the DPRK nuclear strike capability will be strengthened and developed at a rapidly high speed as long as the US insists on its anti-DPRK policy, nasty nuclear threats and blackmail, sanctions and pressure", the envoy said, as cited by AP.

North Korea's deputy United Nations envoy said on Friday that the country will continue to strengthen its nuclear program as a necessary measure needed to counter US aggression.

North Korea on Sunday test-launched a ballistic missile that landed in the Sea of Japan, the South Korean, Japanese and US militaries said.

North Korea argued that there would be no need for Washington to "beg or threaten" countries to implement the measures if the sanctions had a clear legal basis.

"That's what we are working on now". "We have not seen anything from them in the past week but we are encouraging them to continue moving forward".

Addressing reporters after the meeting, the council president, Uruguay's Ambassador Elbio Rosselli, said that "clearly sanctions are a way to go" but stressed support for diplomacy to engage with Pyongyang.

North Korea has said it carried out a successful test of a new ballistic missile on May 14.

In a speech in Tokyo, the head of the U.S. Pacific Command, Admiral Harry Harris, called North Korea a "clear and risky threat" to the United States, Japan and South Korea and stressed the need for more cooperation among the allies and for all countries to implement stronger sanctions on Pyongyang.

MANILA-Philippine government on Thursday reiterated its call to North Korea to cease missile tests, saying these are considered acts of provocation.
