Mueller will have sweeping powers and the authority to prosecute any crimes he uncovers.

Mueller's broad mandate gives him not only oversight of the Russian Federation probe, but also over "any matters that arose or may arise directly from the investigation". The counsel is not required to consult with or keep informed the attorney general or deputy attorney generals on the course of the probe.

A similar appointment came in 2003 when the Bush Justice Department turned to Patrick Fitzgerald, then the top federal prosecutor in Chicago, to investigate who leaked the identity of Valerie Plame, a covert Central Intelligence Agency officer.
