Police have released surveillance-camera images of Abedi on the night of the attack that show him dressed in sneakers, jeans, a dark jacket and a baseball cap. In addition, Abedi's father and younger brother were detained in Libya.

A Greater Manchester Police statement said: "We have made significant progress in this fast moving and complex investigation, working with the national counter terrorism policing network and United Kingdom intelligence partners and securing the arrests of 11 people who remain in custody".

The hunt is still on for suspects in the Manchester bombing, and members of attacker Salman Abedi's network may still be at large, Britain's interior minister said Sunday.

Abdedi was known to British security services before the bombing, the government said, but Ms Rudd declined to comment on exactly what had been known about him.

"I believe we can get them to be more successful in working with us to find a way of getting some of that information", she said.

Counter-terror police have made a fresh arrest in connection to the Manchester bombing as officers raid another property in the city.

The 18-year-old was killed in the blast shortly after her favourite artist Ariana Grande left the stage at the Manchester Arena on Monday.

Armed police patroled among spectators at the Great Manchester Run, the larged-scale event to take place since the bombing.

Security was highly visible as 40,000 runners took to Manchester's streets for the Great Manchester Run a day after Prime Minister Theresa May lowered the terror threat level, which was hiked following Monday's carnage. This was followed by sustained applause as the song Don't Look Back In Anger by Manchester band Oasis was played over the tannoy, sparking a sing-a-long.

At least 17 raids have been carried out across the country since Monday's attack, according to Assistant Commissioner Mark Rowley, Britain's senior police officer for counterterrorism.

She said significant activity by the police during the last 24 hours had led to the threat level being reduced.

Operation Temperer, which involved the deployment of troops on patrol alongside police, will be wound down on Monday night, at the end of the bank holiday weekend.

Dogs have been seen at the scene and police have closed off roads in the area.

From 2009 to 2016, the number of police officers fell by nearly 20,000, or around 14%, according to the independent Institute for Fiscal Studies think tank.

About 3,000 people from the total group are judged to pose a threat and are under investigation or active monitoring in 500 operations being run by police and intelligence services.

May attempted to hit back late Saturday, announcing the new "Commission for Countering Extremism" and saying that "enough is enough - we need to be stronger and more resolute in standing up to these people".

The failure of security services to head off this week's attack was brought into the spotlight by the family of murdered Georgina Callander.

The "We Love Manchester Emergency Fund", launched by the city council and the British Red Cross, had reached £5.65 million by Sunday.

Amber Rudd claimed the success of the military offensive against IS in Syria and Iraq, which included British airstrikes, has forced terrorists to rethink their tactics.
