Amid the simmering tensions, U.S. Pacific Commander Admiral Harry Harris said Wednesday that Pyongyang's recent military actions are "a recipe for a disaster".

North Korea has responded by holding more missile tests and cranking up the rhetoric.

"It appears to have not only demonstrated an intermediate-range ballistic missile (IRBM) [range] that might enable them to reliably strike the US base at Guam but more importantly, may represent a substantial advance to developing an intercontinental ballistic missile (ICBM)". As for Moscow, Russian President Vladimir Putin said, according to AFP, that the most recent ballistic missile test was unsafe, but he also warned against attempts to "intimidate" North Korea.

Over the weekend, North Korean officials said they're open to talks under the right circumstances, but USA officials say that missile launches like this one shatter the prospect of dialogue at least any time soon.

The United States, Japan and South Korea called the emergency meeting to press worldwide demands that North Korea change course and dismantle its missile and nuclear programs.

The United States said on Tuesday it believed it could persuade China to impose new U.N. sanctions on North Korea and warned that Washington would also target and "call out" countries supporting Pyongyang.

"We had a serious discussion but I find it uncomfortable to say more about it", Moon said, adding that both sides expressed their positions.

"Combining nuclear warheads with ballistic technology in the hands of a volatile leader like Kim Jong-un is a recipe for a disaster", AP cited Harris as saying.

She confirmed that the U.S. and China - North Korea's only ally in the region - were working together on a new Security Council resolution targeting North Korea. Those conditions do not provide much incentive for the North Koreans to try and have talks with the US.

North Korea's latest ballistic missile launch on Sunday marked a major setback in efforts to end the threat of conflict on the Korean Peninsula. Pyongyang is threatening a sixth nuclear test.
