But Rosenstein did not disclose further details about the memo he wrote, according to House members on Friday.

But he made it clear it was not his intention for Mr Trump or other White House officials to use the document to justify firing Mr Comey, and he drafted it only after Mr Trump told him of his plans to dismiss the Federal Bureau of Investigation director.

Earlier this week, NPR confirmed that Trump had asked Comey to scuttle the investigation into his former national security adviser, Michael Flynn, according to a memo of the account written by Comey. Rosenstein said he then wrote the memo summarizing his "longstanding concerns" with Comey.

Rosenstein's appearance in the Senate was originally meant to allow him to explain why Trump abruptly fired FBI Director James Comey last week, but the focus changed when Rosenstein appointed Mueller as special counsel Wednesday night.

Trump also used Thursday's joint press conference with visiting Colombian President Juan Manuel Santos to decry the FBI's investigation into alleged collusion between his campaign and Russian Federation, describing it as a "witch hunt" and denouncing it for "dividing the country". "That would be not just problematic, it would be obviously a potential obstruction of justice that people have to make a decision on", Rubio said.

Mr Mueller, who is a widely respected figure who enjoys bipartisan support, will have sweeping powers and the authority to prosecute any crimes he might uncover. However, at a combative news conference Thursday, he fell short in trying to resolve questions about investigations into his campaign and his first four months in office.
