"He does not like white people", Dyer said, citing the suspect's statements after being arrested and his Facebook postings.
Fresno police say a man wanted in last week's killing of a motel security guard fatally shot three men Tuesday.
Police say Kori Ali Muhammad, 39, shot and killed the victims in unprovoked attacks.
According to police, Muhammad wanted to kill as many people as possible after a warrant was released for his arrest in the murder of a motel security guard last week.
As word spread that Muhammad, an African-American, had called himself "Black Jesus" and shouted in Arabic as he went on his shooting spree, police sought to downplay allegations that the killings were racially motivated until they were able to investigate further.
"These individuals who were chosen today (Tuesday) did not do anything to deserve what they got", Dyer said.
In a press conference on Tuesday, Chief Dyer said the police Shot Spotter system registered 16 shots in four different locations.

All four victims were white men, and one of them was shot sitting in a auto. Fresno Police Chief Jerry Dyer says he also had posted on social media that he dislikes white people. All three victims were white.
The shooting began around 10:45 local time near the headquarters for Catholic Charities.
Police say two of the victims may have been clients of Catholic Charities, which provides a variety of services for refugees, the homeless and those with disabilities.
County government buildings were placed on lockdown and residents were urged to shelter in place, according to the newspaper. Dyer said he surrendered to a responding officer without incident and later apologized to the chief. "We offer condolences for the victims, we pray for the victims and their families".
