Dallas lawmaker fasting ahead of vote on sanctuary cities bill

The bill would ban cities, counties and universities from preventing local law enforcement agencies from asking about a person's immigration status or enforcing immigration law.

The bill also penalizes communities that fail to comply: The head of a department whose agency violates the law could face criminal prosecution, while the agency could be fined at least $1,000 and as much as $25,000 for each recurring violation.

As a state representative, she said, the sanctuary cities bill strikes a personal note for her after her father came to the United State illegally from Mexico more than 40 years ago.

Anti- and pro-immigration battles are happening at the local level, as well, including in Texas, where one state lawmaker is in the midst of a hunger strike in protest of a pending sanctuary cities bill.

Neave, a Democrat who represents areas in Dallas, Mesquite and Garland, Texas, hasn't eaten since she received Holy Communion while attending Mass this past Sunday at Cathedral Shrine of the Virgin of Guadalupe in Dallas.

Her fast, she said, was inspired by the hunger strikes of civil rights activist Cesar Chavez.

"My fear is that it will pass, but I am fasting and praying and hoping the hearts of other lawmakers will be soften to vote against this bill as well", she said.

The fear is one that Neave understands intimately, as her father came to the USA as an undocumented immigrant. 'The last alternative I thought I could turn to was prayer'. "We want to encourage community policing efforts, and this will have a detrimental effect on this efforts here in our state". And teachers have come to her office and shared that their elementary school students are afraid about "what's going to happen if they're parents are deported". "This doesn't just affect the immigrant community, it impacts everyone who will need to prove he or she is a citizen".

"We protect victims and witnesses of crime in Senate Bill 4 to make sure no one is hindered from reporting crime", he added.

But Neave told local media she's anxious the legislation will make immigrants afraid to report crimes or testify in court.

"I could see the fear in their eyes", Neave said. "To me, this is personal and it's spiritual".
