"In that regard, we are hopeful that we can work with Russian Federation and use their influence to achieve areas of stabilization throughout Syria and create the conditions for a political process through Geneva in which we can engage all of the parties on the way forward and it is through that political process that we believe the Syrian people will lawfully be able to decide the fate of Bashar al-Assad, " he added.

The hope, he said, is that "we can navigate a political outcome in which the Syrian people, in fact, will determine Bashar al-Assad's fate and his legitimacy".

Mr Tillerson stepped back from suggestions the United States could take further military action after it launched a cruise missile attack on a Syrian government air base. Standing in a cramped conference room alongside national security adviser H.R. McMaster, Tillerson said Moscow had "failed" to live up to its obligations under a 2013 agreement to strip Syria of its chemical weapons stockpiles.

"Once Daesh threat has been reduced or eliminated, I think we can turn our attention directly to stabilising the situation in Syria", he said.

During the meeting, Haley openly questioned Russia's role in Syria and said Russian Federation was supposed to be responsible for removing chemical weapons from Syria.

"We do not feel that we need dialogue with London any more than it does", it noted.

But asked about the possibility of further intervention, the secretary of state said Washington's "first priority" in Syria is to defeat Islamic State (IS), also known as Daesh.

"I think the president has been quite clear".

Hassan Rouhani and Vladimir Putin, the Iranian and Russian presidents, said on Sunday that US airstrike against Syria was an act of invasion which ran contrary to global law and the United Nations charter.

"Those responsible must be held to account".

After previous gas attacks in Syria which the West blamed on the Assad regime, Mr Putin made a deal with former-President Barack Obama to scrap Syria's arsenal of deadly chemical weapons.

Russian Federation has warned that the USA missile strikes could have serious consequences for the region. I don't see how that's in Russian interests.

'President Assad has now shown once more that he can not be trusted to protect his own people'.
